			<content:encoded><![CDATA[<p>In Matt Welch&#8217;s CNN article about why Republican Senator Lugar lost his re-election bid in the primary, Welch points out that Lugar&#8217;s &#8220;moderation&#8221; contributed to bailouts, the  so-falled stimulus, and a worsening economy.</p>
<p>Welch also suggests that Democrats should consider using their own primary elections to toss out incumbents &#8220;for supporting the drug war, Patriot Act, Guantanamo Bay, warrantless wiretapping and every new military intervention under the sun&#8221;.</p>

<p>Chances are that most of you reading this are opposed to at least some of the following federal laws and policies: the Troubled Assets Relief Program, the auto bailout, the serial raising of the debt ceiling, the Iraq War, the Patriot Act, marijuana prohibition, systematic increases in the Department of Education budget, Medicare Part D, sugar subsidies, obstacles to gay marriage, the nationalization of the mortgage industry and the infuriating performance (or even existence) of the Transportation Security Administration. &#8230;</p>
<p>Such tactical use of primarying is creating a growing but still statistically outnumbered group of politicians within the Republican tent who for the first time in a free-spending generation take seriously the notion of forcing the government to live within its fiscal and constitutional means. &#8230;</p>
<p>Even straight news articles portrayed Lugar&#8217;s defeat as the victory of ideological intolerance over successful and patriotic moderation. &#8230;</p>
<p>If it&#8217;s &#8220;ideological&#8221; to always prefer saying &#8220;no&#8221; to government intervention, why isn&#8217;t it ideological to always say &#8220;yes&#8221;? &#8230;</p>
<p>I have no illusions about Richard Mourdock being the next great senator, though I&#8217;m always happy to be surprised. Fiscal conservatism was part of his pitch, but so was a slew of good ol&#8217; fashioned Obama-hatin&#8217;, which doesn&#8217;t necessarily augur well for his future as a thoughtful legislator.</p>
<p>But I won&#8217;t be shedding tears for any senator who&#8230; had not faced a tough primary since winning office&#8230;. From where I sit, power still corrupts, and competition (especially of the political sort) is always a good thing.</p>
<p>What I&#8217;d like to see more from Democrats is less condemnation of the tactic and more emulation. Who will be the first sitting Democratic senator tossed out in a primary election for supporting the drug war, Patriot Act, Guantanamo Bay, warrantless wiretapping and every new military intervention under the sun?</p>

			<content:encoded><![CDATA[<p>From a recent article at <em>The Progress</em> <em>Report</em>:</p>
<p>A Colorado billionaire who has had a major hand in the way Americans have watched, and paid for, television in recent decades, now, thanks to his purchase of about 1 million acres of Maine forestland, is vying for a new title: the nation&#8217;s largest individual landowner.</p>
<p>A company set up by John Malone, BBC Land LLC, closed on the sale of about 1 million acres of commercial timberland in Maine and an additional 23,000 acres in neighboring New Hampshire.</p>
<p>As <em>Progress Report </em>editor Jeffery J. Smith notes:</p>
<p>&#8220;Owning land turns a profit for the owner not just by ranching cattle or logging timber.  There&#8217;s also the tax breaks for both extractions and for conservation.  Ironically, instead of paying landowners, government should be charging them rent, since nobody made land and everybody makes land value.  At the same time, government should not be taxing anyone&#8217;s earnings, since that is a value one does generate by exerting labor or investing capital.&#8221;</p>
<p><em>[The DFC's Principles state that, "since no person made the land, property in land needs to be treated somewhat differently from other types of property, to prevent over-concentrated ownership of land and natural resources." 			<content:encoded><![CDATA[<p>As described in Mason Gaffney&#8217;s essay below, the current system of land markets is very distorted, which distorts the rest of the entire economy, resulting in job shortages, lower wages, homelessness, less affordable housing, less affordable products and services, and unnecessary poverty for many.</p>
<p>Markets only work if the distinction between the two kinds of property is addressed: products made by human effort, versus land and its natural resources, which no person produced.</p>
<p>That is why property in land needs to be treated somewhat differently from products made by human effort, so that there need to be clear limits on the power of landowners, as advocated in the DFC&#8217;s Principles and Platform.</p>

<p style="text-align: center;"><strong>Land is a Major Basis of Market Power</strong></p>
<p>(excerpts from Mason Gaffney&#8217;s essay: &#8220;Land as a Distinctive Factor of Production)</p>
<p>&#8220;Land&#8221; in economics means all natural resources and agents, with their sites (locations and extensions in space). Land is not just the matter occupying space: it is space. &#8230;</p>
<p>Land is indispensable to life, hence to economic activity. The same is generally true of labor and capital, but less &#8220;absolutely&#8221;. Land can exist perfectly well without labor or capital, and support timber and wildlife, but labor and capital cannot exist at all without at least some land, and often a great deal of land. Substitution is limited. It will not do just to have 57 varieties of labor, or of capital. There must be at least some land. Remember, land includes space itself, and a time-slot in it. It includes air and water, the environment and the ecology and all original matter itself. Without land there is nothing. Coupling this with the non-reproduceability of land, and its fixity, land is distinctive.</p>
<p>An old limerick puts it well.</p>
<p>&#8220;A captious economist planned<br />
to live without access to land.<br />
He nearly succeeded,<br />
but found that he needed<br />
food, water, and somewhere to stand.&#8221;<br />
&#8230;</p>
<p>Massed control of land is the most natural base for monopolizing markets because land is limited. Buying land always does double duty: when A expands he ipso facto preempts opportunities from B. For example, a chain of service stations with most of the best corners in a town has market power, the more so if it also holds a large share of oil sources, of refinery sites, of &#8220;offset rights&#8221; to pollute air, transmission rights of way, harbor sites, and other such limited lands.</p>
<p>Preemption is not always just a by-product of expansion; it may be the main point. For example, in 1993 Builders&#8217; Emporium, a large chain of California hardware stores with large parking lots in good locations, closed down and sold out. The sites were bought up by the largest grocery chain in southern California, Vons Company. According to news reports, this is &#8220;a shut-out strategy against competitors.&#8221; Vons will convert 6-8 Emporium stores to Vons&#8217; markets, and &#8220;hold onto the others until commercial rents rebound &#8212; then market them to non-rivals.&#8221;</p>
<p>Salomon Bros. analyst Jonathan Ziegler, far from being shocked, praises this as &#8220;ingenious.&#8221; &#8220;You&#8217;re controlling who&#8217;s in your market area.&#8221; Ralphs, another grocery chain, had been looking for sites and is now shut out.<br />
&#8230;</p>
<p>Land uses that stint on labor spell unemployment. The land-surfeit of some, when unconstrained, spells homelessness for others.<br />

			<content:encoded><![CDATA[<p>The Democratic Freedom Caucus is pleased to see an initiative in California entitled, &#8220;The California Tax Reform Initiative&#8221; which is being promoted by Prosper California. The initiative is now in circulation for the purpose of obtaining sufficient signatures of registered voters to qualify for the ballot next November (Secretary of State initiative #1413, A.G. File No. 09-0051).</p>
<p>The initiative, among other things, seeks to make exempt state personal income taxes for the first $150,000, with a maximum tax rate of 8%, to abolish state and local sales taxes, corporation taxes, and existing property taxes on real &amp; personal property, and to shift the tax to 75% of the rental value of land.</p>
<p>The California Tax Reform Initiative is consistent with section 2a of the DFC&#8217;s platform which states, in part, &#8220;the least harmful tax is a tax on land location value or on extraction of natural resources, because those are not products of labor, but are fixed resources&#8221;.</p>

Democratic candidate for state representative in Michigan, District 27.</p>
<p>He has successfully been elected to city council four times (a position he currently holds), in non-partisan elections in Hazel Park near Detroit, and is now running for state representative.</p>
<p>Andy LeCureaux&#8217;s campaign views are compatible with the DFC&#8217;s approach. One of his campaign issues is to reform the kinds of regulations that hinder businesses and jobs. That fits in well with the DFC&#8217;s views &#8211; for example, there are many harmful types of regulations that favor special interests while preventing job creation and raising consumer prices.</p>
<p>His campaign platform also takes a stand on allowing people to use medical marijuana and other herbal medicines; and he supports Constitutional gun rights versus the kinds of gun control laws that do more harm than good.</p>
<p>Andy LeCureaux is practical and open-minded &#8211; he is the kind of person who looks for the best approach for addressing issues.</p>

			<content:encoded><![CDATA[<p>The Democratic Freedom Caucus (DFC) endorses Democratic candidate Bill Richardson for president.</p>
<p>The DFC is a caucus in the Democratic Party, and promotes the values the Democratic Party was founded upon: individual liberty, constitutional democracy, and social responsibility.</p>
<p>As Democrats, we see that the Republican Party has strayed far from any respect for individual freedom, or any sense of realistic, practical policies, so we recommend voting in the general election for whichever Democratic candidate wins the primary, but we are convinced that New Mexico Governor Bill Richardson is the candidate who would best represent the Democratic Party in the presidential election.</p>
<p>Richardson&#8217;s campaign platform connects with many of the basic principles of the DFC, whose policy views emphasize: promoting the public interest rather than special interests; introducing incentives and customer choice for improving the quality and efficiency of public services; and upholding civil liberties.</p>
<p><em>Foreign Policy</em></p>
<p>Regarding Iraq, Richardson advocates redeploying troops so that we can address the real security threats, including the Taliban, terrorists who are still headquartered along the Pakistan-Afghanistan border, and nuclear proliferation.</p>
<p>As Richardson points out, our courageous and dedicated troops &#8220;cannot win someone else&#8217;s civil war&#8221;, and &#8220;only when Iraqis know we are leaving will they start seeing us as partners, instead of occupiers&#8221;. In fact, &#8220;our presence fuels the insurgency&#8221;, so only when they see us moving toward a complete withdrawal will that give them &#8220;the incentive to kick out al Queda and heal their country&#8221;.</p>
<p>Bill Richardson also calls for engaging all of Iraq&#8217;s neighbors in stabilization, &#8220;in a regional conference modeled on the Dayton conference which ended the war in Bosnia.&#8221; &#8220;All of Iraq&#8217;s neighbors have an interest in preventing Iraq&#8217;s civil war from spiraling even further out of control&#8230;.&#8221;</p>
<p>He advocates a new realism in foreign policy, &#8220;not unilateralist illusions&#8221;. We need to repair our alliances,which &#8220;means restoring respect and appreciation for our allies, and the democratic values which unite us.&#8221;</p>
<p>Richardson&#8217;s policies for healthcare, education, jobs, the economy, energy, agriculture, and education connect in several ways with the DFC&#8217;s approach of cutting subsidies to special interests, and recognizing the importance of incentives and choices in the economy, including introducing incentives and choice to public services, to improve quality and cost-efficiency. That approach is illustrated by the following examples of Richardson&#8217;s policies:|</p>
<p><em>Healthcare</em></p>
<p>Bill Richardson wants all Americans to &#8220;have choices of high quality, affordable care by giving every American the choice to keep their current coverage or obtain coverage through an existing, well-established program&#8221;. His plan &#8220;can be paid for without raising taxes&#8221;.</p>
<p>He advocates giving veterans &#8220;a choice of physicians wherever they live, rather than have to drive to the nearest VA facility just to get care&#8221;. And he would lower prescription drug costs by having the federal government negotiate prescription drug prices through Medicare.</p>
<p><em>Education</em></p>
<p>Richardson &#8220;will oppose public tax dollars going to private schools, but will increase school choice with charter, magnet, and other public school options, as well as more flexible course options&#8221;.</p>
<p><em>Agriculture</em></p>
<p>Richardson points out that agriculture &#8220;has come to be dominated by a handful of massive corporate conglomerations, and the family farmer, the environment and American consumers suffer because of it.&#8221; &#8230; He would ensure that the market &#8220;functions as it is supposed to function through a new generation of antitrust legislation for the farm sector.&#8221;</p>
<p><em>Fiscal Discipline</em></p>
<p>Bill Richardson advocates fiscal discipline, to rein in wasteful, inefficient spending, &#8220;so that we may return to the budget surpluses we experienced during the Clinton Administration&#8221;. As Governor of New Mexico, Richardson consistently demonstrated fiscal responsibility.</p>
<p><em>Energy</em></p>
<p>To reduce our dependence on oil imports, Richardson would provide incentives for the electric and industrial sectors to make significant reductions in carbon emissions, and would &#8220;raise some revenue from sales of carbon permits&#8221;, as well as get out the &#8220;green scissors&#8221; to &#8220;cut back on wrongly-placed tax subsidies&#8221;. That &#8220;will create more than ten times as much value in the American economy by reducing our oil imports as we spend to make this program happen.&#8221;</p>
<p><em>Civil Liberties</em></p>
<p>Bill Richardson is a champion of civil rights, freedom, and the rule of law, including equal rights under law. For example, he supports equal rights for domestic partnerships. Richardson is for protecting the right to vote, by ensuring that every individual&#8217;s vote is counted, by such means as making the election system more transparent.</p>
<p>As Richardson points out, &#8220;America is too great a nation to support such retrograde measures such as torture. We should &#8220;restore American greatness by putting an end to these inappropriate (and ineffective) policies and following the Geneva Conventions&#8221;.</p>
<p><em>Immigration</em></p>
<p>Bill Richardson points out that &#8220;attempting to deport 12 million illegal immigrants is not feasible or reasonable.&#8221;Instead, &#8220;a realistic immigration reform must address the problem from all sides: securing the border, penalizing employers for knowingly hiring illegal workers, offering a tough but reasonable path to legalization, engaging Mexico in the reform process, and improving our current immigration quota system.&#8221;</p>
<p><em>Environment</em><br />
Richardson would restore the Clean Water Act, revive clean air standards, provide incentives for power plants to use cleaner fuels, and expand corporate reporting requirementsfor disclosure of toxic pollution. He wants the U.S. to be a clean energy nation like he made New Mexico a clean energy state. Richardson would also get back &#8220;to the international negotiating table&#8221; and support world-wide limits on global warming pollution.</p>
